In July 2026 Compliable ran what is, to our knowledge, the first census-scale measurement of Ontario public-sector websites, testing 7,485 page scans across 1,045 organizations.

At least 89.4% of the 884 AODA-bound organizations in the census show at least one detectable WCAG 2.0 Level AA violation.

Automated scanning detects only part of all barriers. The true share of sites with accessibility problems is likely higher.

Each page was rendered in a real headless Chrome browser, on desktop and mobile.

Open-source rules

Accessibility checks were run with the open-source axe-core engine (v4.11.1).

What does "at least 89.4%" mean?

At least 89.4% of the 884 AODA-bound organizations in the census had one or more WCAG 2.0 Level AA violations that an automated tool could detect. Automated scanning detects only part of all barriers, so this is a floor, not a full count.

Does a detected violation mean an organization is breaking the law?

Not on its own. A detected violation shows a barrier that conflicts with WCAG 2.0 Level AA, the standard referenced by the AODA. Whether a specific organization is out of compliance is a legal question.
